At minimum they would have to convince Sam to move up. I don't think it would have to be half of the SLC. UVU and CSUB are not bad adds. They keep talking UTPA but that might keep us from joining if UTPA was invited. The Dakotas, SHSU and LU might do it, with some sort of solid commitment that the legue will stick around.
