I think the potential travel cost difference is really inconsequential. Lamar has made trips to the west coast for various non-conference events almost every year. With a little bit of schedule planning two or three trips west shouldn't be that big of a deal even in the non-revenue sports. I think the travel cost impact might potentially big larger on the western side of the divisional make up. Within the southwest division alone, the longest trip is UTRGV and that is no worse than Central Arkansas. For football as long as Dixie St and Southern Utah are on opposite years that's just one trip. The smaller conference allows for more non-conference game which could lead to an additional home game every year on average and or some better FCS home and home match ups, again with a good schedule plan it might be easier to balance the number of home games each year.
